How do you do diplomacy with NPCs? And how do you do recons, start battles, produce units, etc?

And how am I supposed to afford something that costs 10 production points if I only have 3? Do they add up?

I'm like 90% sure all of this is in the rules thread

go to various lists, then military lists...there is no such unit, but if you go to reaserch lists you can research it, than mabe asking BBJ (GM) you might be able to make a stealth unit...roaming the site and all its topics can anwser almost ALL your questions...

Is the game currently active? Or is it paused until the new rules are grounded?

Perhaps the World Union Notification thread should become a World Notification thread? Anyone else up for that? I see no reason why the World Union would need a separate thread.
