Confederate Embassy [NUCA]

Description:
A large circle of perfectly manicured grass is fenced off. Empty space encompass a ring of ten marble embassies. These embassies have been prepared for any country interested. Should they all fill, only the countries with the strongest diplomatic ties to the N.U.C.A. will remain. Others must construct their own embassies elsewhere.

In the center of the ring of embassies stands a single circular structure: the conference room. Inside is a large, round, glossy table of red oak. Twenty desk chairs surround the table with no one chair different from the other.

*A black limousine marked with the Flag of the Great Latin American Union enters the city, it is escorted by two Humvees and a Tank following close by. The convoy arrives at the Embassy and the leader of the GLAU, Alfonse Heria Ortiz, steps out and is flanked by two Eviscerators on each side.

The GLAU leader waits for a response from the embassy.*

*1 VTOL transport with the UUS flag painted on the side, 2 unmarked Combine/Assault Helicopters, and 2 unmarked Attack Helicopter escorts approch the boarder to NUCA territory*

"This is the president of the United Utopian States, I request clearence to land at an airport, I also Request the audience of President Reece Baseck at his Diplomatic Embassy."

Two black cars with tinted windows approach the GLAU convoy. Each sports a small NUCA flag on the front left and a white flag on the front right. The cars park in a V formation before the halted convoy. Two men exit from the back seat of the right car; their suits match the black of the vehicles. No weapons are visible on either man. One stays by the vehicles with a finger pressed to his left ear as the other approaches. He stops at a comfortable distance and rests his eyes on Ortiz.

"President Ortiz," the man announces in a soft but oddly strong voice, "we have taken notice of your... guards. It's concerning that you would so willingly march troops through another nation's territory without knocking first. However, your lack of destruction suggests that you are simply interested in diplomacy. We understand your concern for safety, but Mr. Preston has requested that you issue a forewarning prior to these sorts of visits.

"You are welcome to our embassy just outside of this city, Paragon, but your... body guards... will be relocated to the nearby military base, disarmed, swept for explosives, and kept under watch as precaution. Quality lodging and hospitality will, of course, be provided to all your men. If you disagree with these terms, our forces will happily provide escort as you exit the N.U.C.A. Otherwise, we will allow a detachment of five soldiers to join you and your limousine on our trip to the embassy. Besides, this paltry group would be little assistance if anything were to happen."

The second man removes his finger from his ear and joins the first. "The decision is yours," says the first man.




"This is tower seven of United Confederate Air. The embassy has been alerted of your presence and a secure landing is prepared in runway Delta. From there, our men will provide you an escort for your trip to the embassy. If you wish, you may bring a small group with you as protection. Note that the president will not be available right away due to short notice, but he will see you today as soon as he can."

An old man wearing monk-looking robes emblazoned with the Japanese logo hunched over with a cane arrives at the Confederate Embassy. He claims to be a representative for the Imperial Japanese Empire and demands to speak with the NUCA government officials.

A soldier stands with the old man before the gate of the embassy. He sighs. "Sir," he says calmly, "you must understand that we cannot allow just anyone in here. We need identification before you can proceed."

The old man mutters to himself while reaching into his robes and fumbling around trying to find some identification. After a few moments he pulls out the necessary documents and I.D.'s.
"Here! I am who I say I am! Now, take me to your leader!"

The soldier stands amazed for a moment, but quickly snaps to attention. "I'm sorry sir! We get a few people trying to sneak a peak at the president and reporters are always trying to get an interview with the ambassador. I'm hope you understand. Just let me contact the guys up there and we'll let you in right away."

The soldier turns around and slowly walks away from the man alongside the fence. He removes a small device from his pocket, but it disappears behind him as soon as it appeared. After a few seconds, the soldier returns the device to his pocket and turns back around. "Go on in. Nobody is able to speak with you right away, but you can make yourself comfortable in one of our empty embassies while you wait for an audience." Before the soldier can get all the way back to his post, the gate opens.

"Hmmm... yes, yes, thank you.." the old man remarks, "..I'll make myself at home while you prepare for discussion."
The old man invites himself in and waits to be recieved.

A man dressed in the same attire as the two from earlier walks out to the old man as he nears the embassy. He walks with the old man the rest of the way. "Ambassador Preston is currently preparing for a meeting with President Ortiz of the G.L.A.U. Until their business is finished, you may take advantage of all our comforts in this embassy building." The man in the suit points to the nearest structure on the left. The enter outer structure is made of marble, but the reflective silver metal encasing the door suggest a more modern feel on the inside.

"We provide free food and drink, a place for rest, and a variety of resources for you to pass the time however you would like. I'd also like to apologize for the problems at the gate. We've contacted Hiroshima and you seem to check out." They stop outside the door to the embassy and the man in the suit smiles and nods.

"Now that you mention it I am a bit hungry..."
The man departs to get some food while muttering to himself in japanese.

*Once the meeting had been prepared President Ortiz walks in with his five unarmed guards, they stand at attention behind him. Ortiz takes a seat "Ambassador Preston I have come here to propose a Alliance with your people, as well as a Trading agreement. Our countries are close in a sense, if we don't work together early on then this might all end in conflict. I propose this for the safety of our two people's, this will be mutual beneficial to both our countries. I hope you consider my offer my friend."

*after looking around a little he gets into the Humvee and follows the Escorts to the Embassy*

President Ortiz and his guards enter the circular structure in the middle of the embassy, where Ambassador Preston is waiting. Aside from Preston and two suited men at each door, the room is empty. The ambassador sits alone in one of the chairs of the circular table on the opposite side of the room. In front of him is a cluttered stack of papers and a laptop. Preston invites President Ortiz and his men to take a seat relatively close by.

After listening to Ortiz's proposal, Preston crosses his arms and ponders for a moment. He looks down at the screen of his laptop and types for a while. After a minute or two, he looks back up at Ortiz. "President Ortiz," he begins, pausing from time to time to consider his words, "this is a monumental moment in human history. For the first time in centuries, we are experiencing a new age as a species. Once-powerful countries have dissolved in war and, from the ashes, great nations are appearing. Similar to other nations, we are in the interest of... liberation. The more we liberate, the better off everyone is. Surely you understand that this is not a time that the N.U.C.A. can afford to waste?

"The N.U.C.A. will happily accept trade with the G.L.A.U., but we propose two conditions; the first of these conditions is a non-aggression pact. For trade to be profitable for both of us, we cannot be in contempt with each other. I doubt this will receive any opposition, though. It's the second term that I suspect you will require more thought.

"In the interest of our expansion, we request a border agreement. In order to prevent conflict with our aforementioned pact, our agreement would allow the G.L.A.U. to expand no more south than the South American territories 04 through 08. Further expansion would result in immediate dissolution of our trade agreement.

"Please, take your time in considering these terms. I think, however, you will find them to be agreeable. Plenty of land is available to the north and we can both benefit from the trade.

"In the interest of time, I must now dismiss you and your men to one of our empty embassies while you decide. I think you will find them most comfortable. There is another diplomat waiting to speak with me, though, and I shouldn't keep him waiting any longer."

Preston stands up from his seat and walks over to President Ortiz. They shake hands and exchange smiles. One of the suited men accompanies Ortiz and his men out of the room, but returns soon after with the old Japanese man.

The N.U.C.A. ambassador smiles. "You must be the diplomat from the Empire of the Rising Sun." Preston bows, "It's a pleasure to meet you. Please, have a seat." He sits in the same chair as before and motions for the Japanese diplomat to sit nearby.

"What can I do for you this evening?"

The japanese man sits down and meet's Preston in the eyes, "For the moment I have only to request if you would trade with our nation. We really aren't close enough for a non-aggression pact to be worth anything."

The convoy escorts the U.U.S. humvee to the embassy. From there, a suited man escorts President Henry to one of the empty embassies. Four suited men guard the door to this building. Inside a small conference room waits President Baseck. He motions for the other president to sit.

"Evening, Henry. If you've come all this way in person, I doubt it's small business. What can the N.U.C.A. do for you?"



Ambassador Preston looks down at the table and thinks for a moment. "Indeed, our nations are separated by an ocean and half a continent. However, we will not endanger the lives of our citizens for trade with a nation who might oppose our own. I'm afraid we cannot agree on a trade pact without a formal non-aggression pact. I apologize if this is an issue. Perhaps you could reconsider?"

*Henry takes a seat and clears his throt*

"I have come all this way to get out of the office"

*Henry Chuckles a little*

"and I would also like to ask for Trade and Non-Agression Pact"

"also if you would be so humble to ponder an allience between us, for all that seperates us is antartica"

President Baseck laughs along. "Yah. When I was campaigning for office, I couldn't begin to imagine the duties it truly entailed. The weight of so many people... all resting on you. A trip from time to time is a good idea.

"Anyway, I like the idea of an alliance. The Arctic Sea will provide great access for a trade and can keep us connected should we need assistance. In fact, I think I have just the thing..." Baseck reaches under his table and picks up a bottle of champagne. He pours two small glasses and hands one to President Henry.

"I propose a toast to the future friendship between our nations."

The envoy looks back at Preston, "I was not authorized to make agreements to such a proposal, but I will accept to your terms."

Preston's face hides his disguise. "Then the Empire of the Rising Sun will agree to a non-aggression pact? I'm very glad to hear that. Is it settled?"

*rases glass*

"To Future Friendships!"

*Henry quickly downs his drink*

"im sorry to end this but, there is a counry that needs governing"

*gets up and offers hand in a shake*

Tekka nods. "Yes, it is settled. Trade AND a non-aggression pact between the N.U.C.A. and the Japanese Empire. Your time and luxuries were much appreciated. Domo arigatou gozaimasu!"
After having exchanged formalities, the diplomat leaves South America.

President Baseck shakes Henry's hand and wishes him good luck.



One of the men in the black suits tells President Ortiz that Ambassador Preston has left the embassy. In lou of his presence, Vince Stalon will receive word on the trade proposal and continue the discussion.

*President Henry leaves the building, gets into the humvee and drives to the waiting squadron of helicopters, he then requests permission to take off, after all is said and done henry is off back to New Zeland*

*President Ortiz enters the room and sits down, he greets Ambassador Preston and any other NUCA officials then he clears his throat and begins to speak.*

"I'm glad to be able to speak with you again Ambassador but I cannot accept those exact terms, I have a counter proposal. We will only accept a border agreement if you propose a alliance along with it. The GLAU must have assurance that we will having nothing to fear from your country, a alliance is this assurance. It would also be helpful if you defined the border agreement better, as your last description was a bit vague. I hope these matters can be resolved quickly since I have matters to attend to at home, I hope you understand."
