Usonia seconds that motion, and will support Chicagoan stewardship of Superior (with Military Aid if requested) it maintains the position that Superior is a sovereign state. As Superior is unable to currently represent itself, the matter is for the moment decided.

Usonia seconds Superior's stance on the WU, and has petitioned to host it's world H.Q. Usonia additionally asks the GLC to support it's petition. Finally, as the crisis has passed, GLC intervention is no longer needed in Superior.

I would like to propose a program:

Joint Funding Program
The purpose of the JFP would be to accelerate development of infrastructure and technology in peacetime, and to raise armies in times of war. Each of our nations will fund the program with 10% of their PP capacity(rounded up, minimum of one point). These points will be used to fund a specific program to be agreed upon by the three nations. Examples would include the construction of a trade center, researching of new technologies, or the creation of a strategic weapons facilities. Anything that would benefit all three nations is acceptable as a suggestion.

All points from the program will go into these projects, although individual nations can put in more if they so desire. The fund can also be used as aid to member states or to foreign entities when necessary.

On behalf of Usonia, I cannot vote on behalf of or against this program yet. There is potential, but we would need to see a trial program, or more specific, before we can get fully on board.

On another matter, will we as a league open negotiations with our neighbors, or the axis of Nations should it ever form? Or is it strictly for the interactions of our nations? Furthermore, do states require ownership of great lakes shoreline for membership or is proximity a fair enough qualification?

A German diplomat is led into the GLC assembly by a Usonian diplomat, one Philip Bright.

"On behalf of the German Empire, I would like to offer an alliance with the GLC, as well as trade with Chicagoland."
