This is just a possible idea for what characters will do. I mostly want them to promote role-playing, but I understand that many players won't use them unless they have a bonus related to them.
Character Rules
Characters are a great way to put role-playing into the game, and can have conflicting motivations, leading to some interesting plots.
Players may have as many characters as they want, but only a limited number will have bonuses related to them.
Each nation can have characters assigned to certain roles.
These roles include the following, but only limited by your imagination:
Leader, Heir, Nobility, Member of Government, Advisor, Military Leader (General or something), Spy, Mad Scientist sponsored by shady factions within the government, ect…
Basically, the character should have some manner of significance to your nation, not just being any random person off the street.
In addition, you may have some characters (6 and the Nation Leader) with stats that can affect the game’s mechanics.
These stats are:
Military – bonus to command-related effects when this character is in battle
Diplomacy – positive modifier when this character is dealing with NPCs
Governing – resistance to riots/[domestic problems] in this character’s presence in a territory
You may only have 4 characters filling the same role. (The Leader can be proficient in all areas.)
If leader is killed, a new character (or different current character) takes over his job.
Possible ways to gain new characters: upon gaining new territory (possibly using dice mechanic), with diplomacy (mostly with friendly NPCs, but players can give/create characters too)
Spies and Assassins use flavor characters or unnamed characters. (Stat characters can be used too, but provide no bonus)
