The World Union Bureau of Investigation is an organization within the World Union that is funded by all members. It is used to obtain neutral, public investigations.

Once each month, each member is required to donate 1PP to the WUBI fund. Any member calling for an investigation is expected to (but not necessarily required to) put an extra 1PP into the WUBI fund. WUBI is made up of investigators from all nations.

Call for investigations and determine how much of the fund to be used on the investigation in this thread.

WUBI Fund: 6

WUBI Equipment:
1 truck
2 utility helicopters

What about capacity to make WMDs?

For that you must ask the question what classifies a WMD

A giant space laser of doom? or simply only the classical defination of nukes, bioweapons and chemical weapons.

The World Union has already defined what a Weapon of Mass Destruction is.

"So, it seems we have six members of the World Union who possessed weapons of mass destruction prior to the signing of the charter. How do we want to handle this situation? The owning of weapons of mass destruction is a serious issue, and would normally require a 2/3 majority vote to allow. But we do not feel it would be fair to demand disarmament, should this vote fail. Perhaps, should there be some level of objection to a certain nation's WMDs, the nation should be required to cease further production. Does this sound agreeable?"

*G.A.R diplomat stands*
"No we don't see this as reasonable! WMDs should be wiped from the face of the earth so that all can live with out the fear of mass destruction, I propose that those nations disarm the warheads ASAP
Those that do should be given some sort of compensation for doing so"

"Complete nuclear disarmament is a bad, and nearly impossible to execute, idea. There will always be nations that refuse to abide by those principles, and will be far more likely to use the weapons without the fear of a retaliation in kind. I would be fine with a partial disarmament."

"G.A.R sees this as reasonable if they would cut there nuclear capacity by half"

"When it really boils down to it, having twenty or forty nukes isn't really going to matter. It only takes half a dozen or so to completely destroy humanity. The reason we suggested that, should the World Union determine that a nation already in possession of weapons of mass destruction cease further production, but keep what they have already produced, is because almost all weapons of mass destruction have a shelf life - this is especially true of biological and chemical weapons. Does anyone object to this?"

"Most chemical and biological agents can be stored for decades, especially biological agents. Elimination of the agents is vital for world safety, as the use or release of Nuclear and Biological agents could have drastic effects on people around the world."

"The use of a handful of nuclear weapons can have a drastic effect on the climate and environment in a region, the nation, and the world. It is of vital importance that nuclear weapons be placed on the top of the list for priority, which is not us saying that we should not focus on other forms of weapons of mass destruction. Just that these should be the main concern at the moment. Though, I do believe something should be done about Finland's possession of chemical weapons soon. We've all seen what happened in Riga."

"The greater Australian republic would like to bring forward a pressing issue, as the investigation into what nations have wmds continues we see in the best interest of the world that nations that refuse to be investigated to see if the have the potential or if they have wmds should have a trade embargo placed upon them until they cooperate with the investigation fully"
