In order to inspire principles and faith in the World Union among nonmembers, it is important to lead by example. Members must therefore conduct themselves in an appropriate manner. All nations are subject to International Law and appropriate World Union responses are quantified and described in the following charter.

  1. International Law
    1. It is illegal to invade another nation without public declaration of war, valid justification, and at least one attempt to diplomatically solve the problem. Valid justification entails that the nation to be invaded has broken international law or otherwise committed a grievous offense against the declaring nation.
    2. It is illegal to harm or threaten harm on the diplomat of another nation, unless that diplomat has drawn a weapon and threatened to or intends to use it.
    3. It is illegal to send agents into another nation without permission if the intent of these agents it to break the nation's laws.
    4. It is illegal to intentionally cause harm to or kill an unarmed civilian. It is seriously frowned upon to kill an inadequately armed civilian. It is illegal to use civilians as human shields. Further, if a nation places a military installation inside a civilian area and proceeds to launch ordnance from inside the civilian area, it waves the right of protection normally granted to that civilian area.
    5. It is illegal to use military force or otherwise unfairly pressure an independent state into integrating, unless that independent state has broken international law.
    6. It is illegal to mistreat prisoners of war in any fashion. Prisoners of war are to be provided suitable food and water to sustain healthy life, be kept in clean conditions, and be provided sufficient shelter from the elements. While prisoners of war may be required to work manual labor jobs, these jobs must not be dangerous in nature, and prisoners of war must not be forced to work more than forty hours per week. Captured officers, commanders, and politicians are exempt from having to perform manual labor jobs.
    7. It is illegal to employ military forces that are not wearing a uniform designating them as combatants. It is illegal to open fire while dressed in the uniform of another nation or while flying another nation's flag.
    8. It is illegal to fund or otherwise encourage an unjust war. It is illegal to instigate a war. It is illegal to fund or otherwise support the offender in a war.
    9. It is illegal to conduct, fund, or otherwise encourage acts of terrorism.
    10. It is illegal to make use of weapons of mass destruction, including but not limited to nuclear weapons, biological weapons, and chemical weapons, except in response to the use of such a weapon, but only against the nation that illegally employed such a weapon. It is illegal to even own such weapons without World Union approval.


  2. World Union Code of Conduct
    1. The breaking of international law is grounds for expulsion from the World Union.
    2. Intentionally stating falsehoods before the World Union, especially when used as the justification for a war, is grounds for expulsion from the World Union.
    3. If it is suspected that a member of the World Union has broken international law or intentionally provided false information to the World Union, an investigation will be performed to determine the validity of this suspicion. This investigation will be comprised of a mixed group of inspectors and investigators from multiple nations. Any member or members may fund the investigation, but the nation calling for the investigation is obligated to put forth at least some funding.
    4. A member of the World Union under investigation will take the necessary steps to accomadate such an investigation, and will cease the questionable activity until such a time as the investigation can be completed.
    5. Nations that have broken international law and not made necessary reforms to their conduct will not be allowed into the World Union.
    6. Members of the World Union may not lend military or financial support to a nation that is currently breaking international law.
    7. Members of the World Union are obligated to lend military support to any member of the World Union being unlawfully invaded.
    8. Members of the World Union will open trade with each other member unless sanctions are placed against that specific member.
    9. Members of the World Union will refuse/cease trade with nations that break international law.
    10. Members of the World Union must not invade another nation unless all other diplomatic options have been exhausted or are impractical.


  3. World Union Voting Procedure
    1. The World Union is divided into four regions: North America, Europe, Africa, and Asia. Member nations not in one of these four regions may be placed in a nearby region.
    2. A Security Council is formed of a representative from each region. Which member represents a region is decided by members in that region's group.
    3. Any issue brought before the World Union must be decided by a 2/3 majority vote of the members as well as a 2/3 majority vote by the Security Council.
    4. An issue that is considered especially urgent may be passed without a 2/3 majority of all members if it receives a unanimous vote from the Security Council.
    5. In the event that there are more than two options presented, the World Union will hold a preliminary vote. The two options that receive the most votes will then be voted on by the World Union.
    6. Nations that choose to abstain do not count towards determining the majority requirement for a vote.
    7. If a vote to expel a nation from the World Union is in progress, the nation to be expelled does not have a vote in any World Union matters, and does not count towards determinint the majority requirement for a vote.


  4. Punishment Within the World Union
    1. If a member of the World Union breaks international law, all other members are required to cease all trade, economic aid, and military aid to that nation.
    2. If a member of the World Union continues to break international law for three days after sanctions have been placed, a vote to expel that nation from the World Union will be called.
    3. If a member of the World Union continues to break international law even after a vote to expel that nation from the World Union has been called or if a member of the World Union unlawfully invades another member of the World Union, the World Union is obligated to declare war on that member, and the nation is expelled from the World Union regardless of any vote.

"Because several members have expressed objections to the charter, the German Empire would like to retract the ongoing vote and continue with discussion and revision. If each member would go over each item in the Charter and discuss why they do or do not support that element, we would greatly appreciate it.

1.1 Support: The purpose of this law is to prevent war as a means of imperialistic gain. War should be a last resort to solve serious issues, and should never be taken lightly. However, the law identifies that there are situations where war is unavoidable, and outlines the requirements to allow for the initiation of war. Because the law specifically deals with invasions, it does not hinder anyone from a defensive war.

1.2 Support: It is important that, if we want to solve things diplomatically, we ensure that the sanctity of diplomatic immunity is retained. This law is intended to protect diplomats from any form of harm or threat, unless such harm is absolutely necessary, such as in the case of the diplomat attempting to inflict harm on members of the host nation.

1.3 Support: The purpose of this law is to allow for agents to be employed without prior knowledge as a means of investigation, but to simultaneously ban the use of agents to steal documents or commit acts of sabotage against the nation they are within.

1.4 Support: Civilian casualties are always a sticky situation, and this law outlines when a nation will and will not be held responsible for civilian casualties. While the lives of an enemy's civilians are important, when they put the lives of one's own soldiers in danger, whether because they have armed themselves or because their own military is using them as a human shield, they lose their right to protection.

1.5 Support: People have the right to independence, and so it is illegal to force a nation to join with another nation by any unfair means, unless it has been determined that the government of said nation is unfit to rule, usually because that government has broken international law.

1.6 Support: War is brutal enough without prisoners of war, who are no longer combatants, being abused and tortured. This law is to protect the rights of prisoners of war, while still allowing them to be productive.

1.7 Support: It is simply unacceptable to employ soldiers without uniforms or with another nation's uniform. Doing so only encourages friendly fire and civilian casualties. Further, employing soldiers with the uniform of another nation could be used to "frame" another nation for an international crime.

1.8 Support: Just because one does not invade another nation does not mean that they are completely absolved of any involvement in a war. Instigating a war, where the verb "to instigate" is used to mean intentionally lying to cause another entity to do something, in this case to go to war, is unacceptable. Supporting the offender in a war, where the noun "offender" is used to mean the nation that has broken international law, either by invading another nation unjustly or resulting in being invaded by a nation for the international crime, is similarly unacceptable.

1.9 Support: This should be pretty straight forward. The use of or support of terrorism must not be tolerated under any circumstances.

1.10 Support: The German Empire understands that weapons of mass destruction are a necessary evil in today's world as a preventative measure to ensure that others do not use them. However, it is still unacceptable to deploy weapons of mass destruction, except in direct retaliation for the unjust deployment of weapons of mass destruction, and then only against the nation or people who unjustly deployed said weapons.

2.1 Remove: This clause is redundant, as it is essentially outlined in 4.2.

2.2 Support: If we are to promote peace and stability, it is important that we are absolutely honest with each other.

2.3 Change: The German Empire wishes to change the means by which investigations are funded. It is important that these investigations be completely neutral. Thus, each member of the World Union should be asked to put forward an equal share into the creation and funding of a dedicated World Union Bureau of Investigation.

2.4 Support: Investigations to determine if a nation has broken international law are to be taken very seriously. The nation in question must not attempt to obstruct the investigation in any way, and must at least put on hold whatever action prompted the investigation.

2.5 Support: Just as breaking international law is grounds for expulsion into the World Union, it is similarly grounds for refusal to join the World Union.

2.6 Support: It is important that we, as members of the World Union, put peace and stability first. Funding or otherwise supporting a nation that is actively promoting war and instability is unacceptable behavior for a member of the World Union.

2.7 Support: While the German Empire understands that it would be unfair to obligate members of the World Union to aid in every military affair that any member undertakes, the sanctity of a member's existing borders and the safety of the people within those borders cannot be ignored. Members of the World Union must help each other in the event of an attack against a member of the World Union.

2.8 Support: Free trade between members of the World Union will promote peace and stability. It will also mean that placing sanctions on a member of the World Union will have an undesirable effect on that member's economy, thus making it an actual punishment rather than a laughable excuse for a punishment.

2.9 Remove: This rule is redundant and should be absorbed into 2.6.

2.10 Support: While international law dictates that only one attempt at diplomacy is necessary before war is an acceptable option, we would hope that members of the World Union would go above and beyond that requirement in the hopes of avoiding war.

3.1 Change: The original purpose of dividing members of the World Union into regions was to ensure that each region had an equal say in matters, to give some power to regions with few members and remove some power from regions with many members. By absorbing smaller regions into larger regions to balance out the groups, that purpose is defeated. Thus, the German Empire feels that the regions be redefined as follows: each continent is considered its own region, with the exception of Antarctica, which is to be included with Oceania. The German Empire further believes that a clause be added to the effect that each nation is to be included in each region that it holds territory in.

3.2 Support: Because this fits with the German Empire's desired changes to 3.1, we see no reason to change this.

3.3 Change: The German Empire believes that matters considered trivial should only require a regular majority by both individuals and the Security Council to be passed. We fully support a 2/3 majority being required for serious items, however.

3.4 Support: This rule is in place so that especially urgent matters do not get bogged down by the bureaucracy of the World Union. For certain matters, we simply cannot wait for the time it would take for 2/3 of the World Union to vote. If the Security Council reaches a unanimous vote, then the issue can be considered resolved such that nations may act upon the resolution.

3.5 Remove: Because more than a simply majority is required for most issues, this rule is without purpose, as narrowing down the number of options does not guarantee a 2/3 majority will be reached by either side in a final vote of sorts.

3.6 Support: Abstaining is essentially to be treated as voting for both sides. This is to prevent issues from being bogged down by neutrality on or indifference towards an issue.

3.7 Support: If a member of the World Union is in the process of being expelled, it has done enough to wave its right to a say in the World Union.

4.1 Support: The placement of sanctions on a World Union member is the first warning to cease whatever action that breaks international law. It is the first of two diplomatic attempts to resolve the issue.

4.2 Support: The expulsion of a nation from the World Union is the second warning to cease whatever action that breaks international law. It is the second and final diplomatic attempt to resolve the issue.

4.3 Support: Members of the World Union have pledged a commitment to peace and stability. We simply cannot tolerate the hypocrisy should any member break international law. If sanctions and threat of expulsion do not resolve the issue, the other members of the World Union are obligated to declare war on the offending nation."

"If the loaned troops are temporarily or permanently integrated into the ally's chain of command, then they may wear the uniform of their ally. However, if they are an autonomous unit being directed by your nation and not your ally, they need to wear their normal uniform."

  • ineluctably political in aims and motives
  • violent, or threatens violence

  • conducted by an organization with an identifiable chain of command or conspiratorial cell structure (whose members wear no uniform or identifying insignia)

"I object to these portions of the charter because they handicap nations in their attempts to use every method available to defend themselves in war. Counter invasion of enemy home territory and sending agents into enemy nation to break laws are valid tactics in a war, and cannot always wait for a diplomatic response when being invaded yourself."

I just believe that while the mission of the charter is good, it needs more revision, and so I naturally brought up my concerns."

Usonia agrees with China on it's second point, but we will vote against charter if free trade is not guaranteed.

  2. World Union Code of Conduct
    1. Intentionally stating falsehoods before the World Union, especially when used as the justification for a war, is grounds for expulsion from the World Union.
    2. A World Union Bureau of Investigation shall be formed in order perform investigations without bias. All members of the World Union will be required to fund this bureau, as well as to supply investigators.
    3. A member of the World Union under investigation will take the necessary steps to accomadate such an investigation. The World Union reserves the right to demand a nation under investigation cease the questionable activity until such a time as the investigation can be completed.
    4. Nations that have broken international law and not made necessary reforms to their conduct will not be allowed into the World Union.
    5. Members of the World Union may not lend military or financial support to a nation that is currently breaking international law. This includes refusing/ceasing trade with nations that break international law.
    6. Members of the World Union are obligated to lend military support to any member of the World Union being unlawfully invaded.
    7. Members of the World Union will open trade with each other member unless sanctions are placed against that specific member.
    8. Members of the World Union must not invade another nation unless all other diplomatic options have been exhausted or are impractical.


  3. World Union Voting Procedure
    1. The World Union is divided into six regions: North America, South America, Europe, Africa, Asia, and Oceania. Antarctica shall be considered part of Oceania.
    2. A Security Council is formed of a representative from each region. Which member represents a region is decided by members in that region's group.
    3. Any serious issue brought before the World Union must be decided by a 2/3 majority vote of the members as well as a 2/3 majority vote by the Security Council. Issues considered to be trivial or petty will only require a simple majority to decide.
    4. An issue that is considered especially urgent may be passed without a 2/3 majority of all members if it receives a unanimous vote from the Security Council.
    5. Nations that choose to abstain do not count towards determining the majority requirement for a vote.
    6. If a vote to expel a nation from the World Union is in progress, the nation to be expelled does not have a vote in any World Union matters, and does not count towards determinint the majority requirement for a vote.


  4. Punishment Within the World Union
    1. If a member of the World Union breaks international law, all other members are required to cease all trade, economic aid, and military aid to that nation.
    2. If a member of the World Union continues to break international law for three days after sanctions have been placed, a vote to expel that nation from the World Union will be called.
    3. If a member of the World Union continues to break international law even after a vote to expel that nation from the World Union has been called or if a member of the World Union unlawfully invades another member of the World Union, the World Union is obligated to declare war on that member, and the nation is expelled from the World Union regardless of any vote.

1.1 It is illegal to invade another nation without public declaration of war and valid justification. Valid justification entails that the nation to be invaded has broken international law or otherwise committed a grievous offense against the declaring nation. A nation is defined as any body of land with its own government.
Inadequate description of "grievous offense." Any invasion should be approved by the UUU before it happens.
Not every international law is important enough to justify invasion if broken. Get rid of that clause.


1.2 It is illegal to harm or threaten harm on the diplomat of another nation, unless that diplomat has drawn a weapon and threatened to or intends to use it.
How do can you know if they intend to use it? What if they don't use a weapon? This needs rewording.


1.4 It is illegal to intentionally cause harm to or kill an unarmed civilian. It is seriously frowned upon to kill an inadequately armed civilian. It is illegal to use civilians as human shields. Further, if a nation places a military installation inside a civilian area and proceeds to launch ordnance from inside the civilian area, it waves the right of protection normally granted to that civilian area.
Get rid of the "frowned upon" part. It's unnecessary. Nations will think what they want to.


1.5 It is illegal to use military force or otherwise unfairly pressure an independent state into integrating, unless that independent state has broken international law.
Drop out the last part. Independent states are not subject to international laws defined by the world union unless they are a member.


1.6 It is illegal to mistreat prisoners of war in any fashion. Prisoners of war are to be provided suitable food and water to sustain healthy life, be kept in clean conditions, and be provided sufficient shelter from the elements. While prisoners of war may be required to work manual labor jobs, these jobs must not be dangerous in nature, and prisoners of war must not be forced to work more than forty hours per week. Get rid of "in any fashion." It's too open to interpretation and the article already provides necessary elaboration.
Bump the 40-hour work limit to 60 hours. It's not like they'll have anything else to do.
Cut off the labor exemptions. There's no reason for it. They're prisoners of war, not guests at a hotel. Besides, not all militaries are organized in the same way.

Shorten the definition to "any act that is violent or threatening violence upon a civilian population." The rest seems to be getting too specific.

Get rid of the second half. If the "questionable activity" is not illegal, the UUU has no right to stop it unless an amendment is added to the charter regarding such activity.

This seems redundant as any nation who breaks international law will probably be barred from the union anyway.

2.6 Members of the World Union are obligated to lend military support to any member of the World Union being unlawfully invaded.
This needs serious revision. The amount of support needs to be determined by a the supporting nation's distance, economy, and military size.

Cut this. It's unnecessary. If a nation does not agree with another nation's actions, even if it is not in contempt with the world union, they should not be forced to provide an economic boost for that nation.


2.8 Members of the World Union must not invade another nation unless all other diplomatic options have been exhausted or are impractical.
This could be moved to article 1.1.

How will an issue's importance be decided? Through another majority vote? There is going to be a lot of stuff to vote on; keep that in mind.

Gives council representatives too much power, allows them to pass laws quickly with out any consent of the other members. I say take this out.

A time limit needs to be defined for all votes. If a nation does not vote in the established time, it should be assumed that they are abstaining.


4.1 If a member of the World Union breaks international law, all other members are required to cease all trade, economic aid, and military aid to that nation.
Get rid of this. Like I said before, not all international laws entail the same ramification, and trade should be decided by the parties who are trading. This is a world union, not a world government.


4.2 If a member of the World Union continues to break international law for three days after sanctions have been placed, a vote to expel that nation from the World Union will be called.
A three-day grace period should be allowed for any nation who breaks international law, but otherwise this article should be removed. If a nation does anything that the world union has a problem with, members should be allowed to call up a vote for expulsion.


4.3 If a member of the World Union continues to break international law even after a vote to expel that nation from the World Union has been called or if a member of the World Union unlawfully invades another member of the World Union, the World Union is obligated to declare war on that member, and the nation is expelled from the World Union regardless of any vote.
This is unnecessary. Again, if a nation does anything that the world union has a problem with, members should be allowed to call up a vote for expulsion. It should be the union's decision whether the nation acted inappropriately.
