Rules
  1. All members of the European Union will abide by international law as defined by the World Union. In the event that the World Union chooses not to define international laws at all, or abolishes defined international law, members of the European Union will abide by international law as defined in Revision 3 of the Proposed Charter for the World Union.
  2. All members of the European Union will open trade with one another.
  3. All members of the European Union agree to lend military aid in the event of an unlawful invasion of any member of the European Union.
  4. All members of the European Union will exhaust every feasible diplomatic solution before resorting to war.
  5. All members of the European Union will publicly declare war at least one day in advanced of any military actions against a nation, and will hold off military action if another member of the European Union contests the necessity of military action against the nation in question, unless this military action is defensive in nature.
  6. After a week's time, all members of the European Union who have not yet voted will be counted as having abstained. Votes to abstain will not count towards the requirement for majority.

"Alright, first things first. As the founder of the European Union, the German Empire has one, and only one thing upon which it insists, and in which the bureaucratic process will not be involved. That is, all members of the European Union will abide by international law as defined by the World Union, even if it is decided by the World Union that these international laws do not apply to nonmembers, such as France or the GBE. In the event that the World Union chooses not to define international laws at all, or until the World Union does define international laws, members of the European Union will abide by international law as defined in Revision 3 of the Proposed Charter for the World Union. Failure to abide by these laws will be dealt with strictly and harshly. If we are to uphold peace, stability, and justice, we must first ensure that our own nations are in check before we can even begin to consider calling into question the actions of others.

That being said, I have a few propositions I would like to make.

  • Proposition#001: All members of the European Union will open trade with one another.
  • Proposition#002: All members of the European Union agree to lend military aid in the event of an unlawful invasion of any member of the European Union.
  • Proposition#003: All members of the European Union will exhaust every feasible diplomatic solution before resorting to war.
  • Proposition#004: All members of the European Union will publicly declare war at least one day in advanced of any military actions against a nation, and will hold off military action if another member of the European Union contests the necessity of military action against the nation in question.
  • Proposition#005: A security council be formed from the three original members: the German Empire, Gibraltaria, and the Soviet Republic of the Moscow Union. This security council has the right to make important decisions if there is a unanimous vote by the security councilors. However, these decisions can be overturned by a unanimous vote by the other members of the European Union.
  • Proposition#006: Except in the case of security council votes and votes to veto a security council decision, after a week's time, all members of the European Union who have not yet voted will be counted as having abstained. Votes to abstain will not count towards the requirement for majority. Abstaining is not allowed in security council votes or votes to veto a security council. After a week's time, any included party that has not voted will be considered to have voted against.


For the time being, we will use a simple majority rules voting system. These votes will continue until everyone has either voted or abstained. Proposition#006 does not apply to any of these votes. However, abstains will not be counted towards the required majority.

Obviously, as the one making these proposals, the German Empire votes in favor of all six propositions."

France: "Prop 4 should be amended. It should only refer to offensive wars, or other such operations. There needs to be an exception for cases when being attacked or invaded, and immediate response is necessary. At a time like that, a single day can be vital, and no nation should have the right to contest necessity of self-defense. Otherwise this proposition is fine."

Finland: "I do not believe that the EU has enough members to warrant a higher-teir security council. With only six to seven members, we are already a small enough group to make effective decisions, and can do so without placing some members at a higher status than others based only on date of entrance"

The German Empire withdraws Proposition#004.

We believe that Proposition #2 be changed to 'having the strongly suggested options of sending military and/or economic aid, while humanitarian aid is required if it is feasible to do'. Also, Proposition #6 should be saved later if and when a Security Council is appointed."

"Earth. A magnificent planet indeed. It's where we evolved from apes to men. It's where we made the vast majority of our scientific advancements. And yet, we still seem so small compared to the vast void above us. Space. The Final Frontier. The last region left unexplored. Even just the purely scientific possibilities inherent in space flight are staggering. This is why...(pause for dramatic effect) I propose a joint EU space program! It will not require a vote, and participation will be entirely optional. Your nation may contribute as much or as little as you wish, but be aware that if you do not contribute at all, you may not have as much of a chance to make use of it. Gibraltaria, as the nation proposing this, will direct the research and construction aspects of it. Our current thought as to the location for the first launch pad and space elevator built will likely be here in Geneva, as it is the center of Europe."

Space isn't really the final, unexplored frontier anymore, but that doesn't diminish from the usefulness or lack thereof of a joint-space-program.))

"Propositions 001, 002, and 003 pass unanimously. Propositions 007 and 008 pass with general consent. I see no reason to wait for the final vote, though Gibraltaria can feel free to add their opinion on the matter.

Our scientists have crunched the numbers, and it will cost approximately <35PP> to research the necessary technology to make space elevator, plus an additional <35PP> for each member that opts into the program. It will additionally cost approximately <25PP> to research the necessary technology to make a launch pad, plus an additional <25PP) for each member that opts into the program. Only members that have opted into the program will be allowed use of resulting structures."

As long as they are in Europe and agree to follow our rules, I see no reason for anyone to have to request membership. Any lawful European nation may freely join the EU.
