The European American, African American and Hispanic communities extend radially outward from the center of the city, one result of which is the heavily gerrymandered 4th congressional district."

With 2 starting stats in economy, you have available to you 200 production points to spend on economic buildings.
You used 95 production points on economic buildings. You should use 200. (Or change your starting stats so that you have a different amount to spend.)
When counting up how many you spent, I did not count the space elevator or vehicle factory (marked as [No]) because they are either a higher tier of building than you can start with having only 2 starting stats in economy, or else cannot be started with at all.

With 2 starting stats in culture, you have available to you 200 production points to spend on cultural buildings.
You used 40 production points on cultural buildings. You should use 200. (Or change your starting stats so that you have a different amount to spend.)

I'd just like to step in here and say this.

Woah, woah, woah. PiE overspent by 326 on military! His military costs over half again mine, plus he has twice as much infrastructure (since he only underspent on culture by 20 (he should drop one of his buildings and grab a Local News Station to maximize culture, just sayin...) and on econ by 5).

Not approved. This was the stuff I wanted PiE to fix when I banned him from CB.
