There are oil drilling sites owned and operated by an international energy-based private company, EnergyVo Incorperated. A fishing villages on the coast also acts as a base for the company's operations. There is no military presence beyond private contractors known to be employed by EnergyVo.
Their force composition seems designed to combat bandits, pirates, and other small hostile forces.

If you'd let me know what Gibraltaria sent, I'd appreciate it.

Also, while we're docked at SEA20, I'm going to offload the two drones and all ground units, except for the propaganda officer, those awesome chefs, and WEU26's forces (which will serve as honor guards on my carrier). My forces are then to make their way to Phnom Penh as a staging area before I join the combat.

Once they are refueled and resupplied, my naval force is to make its way into the Thai Gulf to meet up with Indochinese forces (since I'm in communications with them, I should be able to locate them). Should they fail to locate or meet up with Indochinese forces, they'll move to their last known position at half speed. All personnel are to be on full alert, with the fighters prepared to scramble at a moment's notice.

Naval formation is as such.



In the event of any threat, I'd like to establish communications with whatever is posing the threat (aircraft, ships, subs, etc) and try to talk them down before they come into range. Failing this, in the initial struggle (before a proper battle thread is created and I assume direct control), frigates prioritize aircraft, destroyers prioritize subs, subs prioritize ships, cruisers help wherever they can, and the carrier rapes the most imminent threat.

Since you'll probably be mostly doing naval actions, we'll send navy mostly. We'll leave the Japanese Armies in Japan. I've re-named "carrier" to "Kogo Inin", so now both carriers are named, to prevent confusion.
If someone tries to invade you while your navy and airforce are gone, get China to help you while you stall with your ground forces.

In case you want to occupy something when you get their the Expeditionary Force will let you do that (it's Nakada and elements of the 1st Army)

SEA

I've taken the liberty of updating your map. Not everything is easy to read, but I don't really care.

Now, first and foremost, all German units are on alert for Utopian betrayal. It seems obvious at this point that the Utopian forces are not here to aid us.

The German Fleet is to continue towards the Chinese fleet and deploy my fighters to to aid them against cruise missiles. Naturally, previous orders to fleet still apply (frigates prioritize aircraft and missiles, destroyers prioritize submarines, then aircraft and missiles, cruisers aid in whatever way they can, and the carrier prioritizes the immediate threat). Once in position, my strike fighters, gunship, and turtle ship are to deploy to aid the 1st and 5th Intervention forces against the 10th and 12th Guards.

German and Gibraltarian forces along the border, with the exception of Panzerjägerbattalion I, are to focus all their attacks on the 45th Regulars. If possible, I'd like the 3rd and 4th Intervention and 14th Motorized Rifle divisions to aid in a flanking manner. The 2nd Armored Artillery and Artillerieregiment 3 are to suppress the 22nd Regulars while a blitz attack is made against the 45th Regulars from two sides.

The goal is to push through the northeast Thai flank and then swing around to take out the 71st Fire Support, which I assume is primarily artillery, and then circle around and hit the 28th Armored Cavalry in the back, splitting the Thai line.

Panzerjägerbattalion I is to keep the 28th Armored Cavalry and 22nd Regulars occupied from the front, while also keeping a watch on the Utopian 1st Armor.

Aufklärungsbattalion III is to keep an eye on UUS forces in Phnom Penh. As soon as the Utopians fire on Indochinese forces, Panzerjägerbattalion I is to prioritize Utopian 1st Armor over enemy units. Should the Utopians betray us, the German Fleet is to be prepared to join up with the Chinese Fleet and trap the Utopian Fleet against the shore, where it can be utterly destroyed.
